About Capital Park

A vision realized — reconnecting James Bay with the waterfront and downtown Victoria.

The Vision

Capital Park is a six-acre master-planned, mixed-use community in Victoria’s historic James Bay neighbourhood. What was once surface parking and aging provincial office buildings has been transformed into a place to live, work and explore — with condominiums, rental homes, office space, retail amenities and extensive public realm.

Bordered by Superior, Menzies and Michigan streets and located across from the Provincial Legislature, the project was guided by a long-standing planning vision for the area and completed in phases between 2015 and 2022.

Project Partners

Concert Properties (Vancouver) and Jawl Properties (Victoria) formed a joint venture to acquire the site in 2014 and deliver the $250-million redevelopment.

Architecture was led by Endall Elliot Associates (now part of Stantec), with interiors by BBA Design Consultants. The design takes cues from the nearby Legislature buildings while expressing contemporary West Coast character.

  • Over 235,000 sq ft of office space (majority leased long-term to the Province of British Columbia)

  • Restoration and relocation of heritage homes on site

Timeline Highlights

  • 2014 — Site acquired by Concert & Jawl from the Province.
  • 2015 — Construction begins; heritage homes carefully relocated and restored.
  • 2017–2018 — First office building and rental residences complete; Red Barn Market and library branch open.
  • 2018 — Sales launch for Capital Park Residences (condos & townhomes).
  • 2021–2022 — Residential ownership component completed and sold out; full community open.
